SEITZ, Circuit Judge.

Romero-Vilca appeals the district court's order denying his motion under 28 U.S.C. § 2255 (1982) to vacate his conviction. The district court had jurisdiction under 28 U.S.C. §§ 2241(c)(3), 2255 (1982). We have jurisdiction pursuant to 28 U.S.C. §§ 1291, 2255 (1982).
