Plaintiff, Victor Hughson, was originally employed by the Antrim County Detective Unit, a federally funded program. When federal funds were withdrawn, the County of Antrim continued that program pursuant to special appropriations. Plaintiff was originally hired by a three member committee that headed the Antrim County Detective Unit, comprised of the Antrim County Prosecutor, James G. Young, the Antrim County Sheriff, E....
