Ralph Vaughan is an inmate at the Kettle Moraine Correctional Institution. Gail Faust is custodian of the records of the Wisconsin Parole Board. On January 26 and February 19, 1987, Vaughan by letter requested the records of the parole board staff meetings from November 1986 through January 1987.
