In August 1986 the chancellor of the University of Puerto Rico's medical sciences campus, Dr. Jose M. Saldana, and the dean of its medical school, Dr. Nydia de Jesus, removed the plaintiff, Dr. Fernando Vargas Figueroa, from his post as head of the physiology department and replaced him with Dr. Manuel Martinez Maldonado.
