This action was brought by Lilly St. Clair, pursuant to W.Va. Code, 55-13-1, et seq., the Uniform Declaratory Judgments Act, to obtain a declaration of her rights to property claimed by the estate of George Doran Hinchman. The defendant is Russell Chambers, a cousin of the deceased and the duly appointed administrator of the estate. By order of March 8, 1984, the Circuit Court of Logan County granted partial summary judgment in favor of Mr. Chambers...
