The Attorney General prepared a ballot title for an initiative petition to change Oregon's law governing marijuana. The ballot title is challenged by petitioner Sajo, who describes himself as the chief petitioner of the proposed initiative measure, and by Oregon Free From Drug Abuse, which describes itself as a nonprofit corporation opposed to drug abuse.
