Every winter holiday season for the past thirty years, a creche has been displayed in the lobby of the Chicago City-County Building. In November, 1985, the American Jewish Congress filed this suit against the City of Chicago and others (collectively referred to as "the city"), contending that the display of the creche violated the Establishment Clause of the First Amendment.
