This case concerns a review of an advisory opinion rendered by the Commission on Ethics for Public Employees (hereinafter Commission).

On October 22, 1986, the St. John the Baptist Parish School Board sent a letter to the Commission which requested an advisory opinion as to the legality of accepting a bid for and awarding a particular contract.
