Lawrence Burns was the father of respondent, Katherine B. Buckley (hereinafter Buckley), and intervenor, Thomas M. Burns (hereinafter Burns). Joseph V. Burns (hereinafter decedent), was Lawrence Burns' brother. Decedent was a veteran of the Navy and Marine Corps.
