BACKGROUND

On November 1, 1985, a single-engine aircraft piloted and owned by claimant, Marshall Dion, crashed in Kenosha County, Wisconsin. Currency totalling $111,980.00 in $20, $50 and $100 denominations was found strewn around the crash site, having apparently been contained in a paper bag.
