Two federal inmates complain, in separate proceedings that we have consolidated in this court, that the prison in which they are confined is violating their First Amendment right of free speech. The target of the suits is the prison's practice of treating all incoming mail as general correspondence — which the prison can open and read before delivering to the inmate, see 28 C.F.R. § 540.14(a) — unless the envelope is marked...
