Between January, 1984, and April, 1986, Mobile Medical Services, Inc., provided onsite X-rays1 to certain nursing home patients throughout Arkansas. Mobile Medical then billed Arkansas Blue Cross and Blue Shield, the state Medicare carrier, for those X-rays, and Blue Cross paid the bills.
