Clemens Grunert, Jr. applied for a limited entry permit pursuant to the Limited Entry Act, AS 16.43.010-.990. Under AS 16.43.260(a), only a person who has fished commercially as a gear license holder is eligible to apply for a limited entry permit. Grunert claimed that he had fished as a gear license holder in 1972. The Commercial Fisheries Entry Commission (CFEC) rejected Grunert's application, finding that it was untimely and that...
