This case is on appeal from the decision of the United States District Court for the Eastern District of Virginia to grant George C. Norris, Sr.'s petition for a writ of habeas corpus. Norris had been found guilty and sentenced on numerous counts related to his involvement in a conspiracy to skim equity from a federally held housing project, the equity skimming itself, and his having made false statements regarding his role in these crimes....
