Petitioner McCulloch Gas Transmission Company (MGTC) seeks review of a Public Service Commission (Commission) order requiring MGTC to refund to its customers $2,192,942 in overcharges. The Commission's order was based on a finding that MGTC had erroneously calculated the surcharge component of its gas balancing account.
