NEWMAN, Associate Judge:

The sole issue presented in this case is whether the division of several property lots and their subsequent combination into two lots of record1 constitutes a subdivision within the meaning of the Historic Landmark and Historic District Protection Act, D.C.Code §§ 5-1001 et seq. (1981). We find that these actions do not constitute a subdivision and affirm.
