This appeal is from the district court's dismissal of plaintiff's complaint against William F. Reilly for failure to state a claim upon which relief can be granted. Fed.R.Civ.P. 12(b)(6). The complaint alleged that on January 4, 1985, Javier Guzman was arrested by a police officer of the City of Cranston on charges of possessing controlled substances.
