The Ohio Academy of Nursing Homes, Inc., plaintiff-appellee, filed a complaint in the Franklin County Court of Common Pleas for declaratory and injunctive relief and mandamus. Thereafter, plaintiff filed a motion, pursuant to Civ. R. 23, to certify the case as a class action to allow plaintiff to represent all nursing homes in Ohio participating in the Medicaid program during the period involved in the complaint.
