On December 20, 1983, the Circuit Court of Fairfax County, Virginia, entered a "decree of divorce a vinculo matrimonii," awarding Frederick Chapman Peck ("Fred") a divorce from Debra Lynn Peck ("Lynn"). The decree affirmed and incorporated a separation agreement between Fred and Lynn dated August 5, 1983.
