This action arises from four promotion decisions made by the Alaska Department of Public Safety (ADPS) in 1981. Plaintiffs David Kaiser and the Public Safety Employees Association (PSEA) challenge the validity of certain standard operating procedures (SOPs) of the Division of Personnel, Alaska Department of Administration (Division).
