Fuel Distributors, Inc., appellant, sued the Texas Railroad Commission in a Travis County district court for judicial review of a final order issued by the agency in a contested-case proceeding. The order denies appellant's application for official authority to do business as a "specialized motor carrier" transporting hydrocarbons between all points in ten central Texas counties.
