The Colorado Department of Revenue, Motor Vehicle Division [hereinafter DMV], appeals from the court of appeals' unpublished opinion, Velasquez v. Heller, No. 85CA0049 (Colo.App. January 23, 1986) [hereinafter Velasquez]. In Velasquez, the court of appeals affirmed the district court's ruling that the revocation order entered by DMV must be reversed because Velasquez' due process rights had been violated at the revocation hearing...
