This is a class action arising under the Food Stamp Act, 7 U.S.C. §§ 2011-2029. Plaintiffs are a Vermont-wide class of foster parents whose food stamp benefits were reduced, or terminated in the 12 months preceding the filing of their complaint because "foster care maintenance payments" were included in their household income for the purpose of determining their eligibility to receive food stamps.
