Memorandum Findings of Fact and Opinion

PARR, Judge:

The Commissioner determined a deficiency in petitioner's Federal income tax for 1981 in the amount of $19,644.65 and an addition to tax pursuant to section 6653(b)1 in the amount of $9,822.33. Respondent filed a motion for summary judgment on February 6, 1987.
