John J. Nalbone, Jr. and Louis J. Nalbone (appellants) are property owners in the Borough of Youngsville, Pennsylvania (Borough). Appellants intended to drill oil and/or gas wells upon their property but were prevented from doing so by the operation of two ordinances enacted by the Borough as amendments to the existing zoning ordinance.
