Plaintiff filed this action on July 30, 1987, alleging violations of his civil rights. Plaintiff alleges that the Franchise Tax Board improperly made a "jeopardy assessment" against him on the ground that he had unreported income from selling narcotics. Plaintiff also alleges that Richmond police, without probable cause or a warrant, arrested him and seized his money on several occasions...
