Plaintiff, Jimmy Baxter, filed a complaint in the La Salle County circuit court seeking appointment of a special prosecutor to prosecute alleged wrongdoing by James M. Thomas, the mayor of Ottawa, Illinois. Plaintiff is an Ottawa police officer.
