In this appeal we decide that the Industrial Commission's Rule 13B, which prohibits compensation for temporary total disability occurring more than fifty days prior to an employee's application for a change of condition, conflicts with Code § 65.1-99 which allows the commission to review an application for change of condition if filed twenty-four months from the last day compensation is paid.
