In this contested case proceeding, Dr. Joseph Wang appeals from the Minnesota Board of Dentistry's ("Board's") order (1) suspending his license for making "suggestive or improper advances" to patients and for "improper or unauthorized prescription" of a legend drug, and (2) conditioning a stay of suspension on his paying $35,000 towards the costs of the proceeding.
