ORDER REMANDING ACTION TO THE SECRETARY

CYR, Chief Judge.

On February 7, 1983, plaintiff applied for Supplemental Security Income [SSI] and disability insurance benefits, alleging disability from February 28, 1980, by reason of back problems and arthritis.1 A hearing was held on January 24, 1984, before an administrative law judge [ALJ], and on May 23, 1984, the ALJ found that plaintiff was not entitled to benefits.
