OPINION BY JUDGE CRAIG, May 4, 1987:

The pivotal question which the court must presently address regards the burden of proof which a claimant must sustain under section 413 of The Pennsylvania Workmen's Compensation Act1 in order to warrant a reinstatement of benefits after the claimant has signed a final receipt.
