Robert H. Howorka, the owner of Harbor Island Beach and Tennis Club, commenced this action to enjoin the Harbor Island Owners' Association from charging Club members and guests access fees at the entrance to Harbor Drive, the sole thoroughfare connecting the island with the mainland.
