In 1974, the General Assembly enacted a new § 8.14.1 to the Zoning and Planning article of the Code (Md. Code Ann. art. 66B). The law authorized the counties and municipal corporations of the State to enact ordinances requiring utilities with overhead lines in historic districts to relocate those lines underground; it directly required the utilities having overhead lines in the historic districts of Annapolis and Frederick to place them underground...
