RANDALL, Judge.

The Minnesota Department of Public Service (DPS) appeals from an order of the Minnesota Public Utilities Commission (PUC). DPS contends that the PUC's decision to grant Northwestern Bell a revenue increase is unsupported by substantial evidence and is arbitrary and capricious. DPS claims Northwestern Bell did not provide evidentiary support for $33.7 million of the revenue it sought. The PUC argues it only revised the rate design...
