Maryland Code (1978, 1985 Repl.Vol.), § 6-408(b)(1) of Education Article, empowers a public school employer and its employees' designated representatives to "meet and negotiate" a collective bargaining agreement relating to "salaries, wages, hours, and other working conditions." Section 6-408(a)(2) of the Education Article permits the parties to "provide for binding arbitration of grievances arising under the [collective bargaining] agreement...
