In a declaratory judgment action brought by Leonard R. Anderson, the district court for Lancaster County held that the Nebraska Department of Correctional Services lacked authority to withhold credit for meritorious good time, see Neb.Rev.Stat. § 83-1,107(1) (Cum.Supp.1974), earned before Anderson violated his mandatory parole. On appeal by the State, the parties stipulated that the only issue involved in the present case is the same as the question...
