A number of descriptive terms might be used to characterize the race between John R. Hammond and Donald E. Lamb for a seat in the House of Delegates, but "landslide" would surely not be one of them. As the case reaches this Court, Mr. Hammond appears to be the winner over Mr. Lamb by exactly one vote. That hair-thin margin of victory was realized, however, only after the Circuit Court for Anne Arundel County, on a complaint filed by Mr. Hammond, directed...
