OPINION

SEDGWICK, Judge.

The estate of Emmaline Peck (Estate) appeals from a judgment allowing the claim of respondent Faribault County Human Services (County). We reverse.

FACTS

Emmaline Peck died March 5, 1985, and her will was admitted to informal probate. In May 1985, the County filed a claim against the Estate for recovery of approximately $22,000 in Medicaid benefits it had provided...
