PER CURIAM.

We affirm the final judgment entered by the trial court denying Yzquierdo's petition for a writ of mandamus to compel the county to issue five taxicab permits. Yzquierdo had unsuccessfully applied to the county for conversion of five taxicab permits issued to him by the City of Sweetwater on December 15, 1981. We agree with the county that it was not required to convert the permits since the City of Sweetwater was without the authority to issue them. Sweetwater...
