The Commissioner of Public Safety revoked Timothy Kleven's driver's license for failure to submit to chemical testing under the implied consent law. Kleven did not request judicial review within 30 days of the order of revocation, Minn.Stat. § 169.123, subd. 5c (1984), but four months after the revocation requested administrative review under Minn.Stat. § 169.123, subd. 5b (1984).
