This is a wrongful death and personal injury action against Reno County and James Melvin, the Public Works Director for Reno County. The plaintiff, Mary A. Taylor, brought the action as surviving parent of the deceased Vonya Taylor, and as mother and natural guardian of Eric Taylor, a minor.
