The decisive issue in this appeal is whether property owners, who did not own their property at the time zoning regulations were amended, but who at the time they purchased the property had actual notice of the use restrictions imposed by the amendment, have standing to challenge the sufficiency of the public notice preceding the adoption of the amendment.
