Michael Haith, a prisoner at the District of Columbia's Lorton Reformatory, was beaten and stabbed one night by four fellow inmates. He sued the District, alleging that it had been negligent in failing to provide adequate training and supervision for its correctional officers and in various aspects of its management and operation of the Lorton facility.
