FORSBERG, Judge.

Appellant John Skramstad brought this action against respondents Otter Tail County (County) and the individual members of its Board of Commissioners (Board) in 1984, alleging breach of an employment contract. His complaint sought severance pay in the amount of $8,695.18, attorney fees, costs, and punitive damages.1
