This is an operator's license suspension appeal wherein the Department of Transportation, Bureau of Driver Licensing (Bureau), appeals here an order of the Court of Common Pleas of Luzerne County sustaining the appeal of Henry Goldowski, Appellee, from a Bureau order suspending his operating license. The Bureau suspended his operator's license pursuant to Section 1547(b) of the Vehicle Code, 75 Pa. C. S. §1547...
