We granted the state's petition for review in order to decide whether the Court of Appeals erred in reversing the revocation of the license of Paul Eugene Appelgate for failing an implied consent test. The main issue relates to the circumstances under which police may make a limited investigative stop of a person in the area of a recently committed crime.
