The issue presented by this appeal is whether the Bowling Brook Home for Boys (the Home) in Middleburg, Maryland is a "school" so that it may be operated on land zoned agricultural by the Carroll County Zoning Ordinance (1965, as amended through 1985). Article 6, § 6.2(i) of that ordinance lists as one of the principal permitted uses under the agricultural classification, "Schools and colleges, including nursery schools or day care centers."...
