This appeal involves a dispute over the adequacy of a sewage disposal system. The South Carolina Department of Health and Environmental Control (DHEC) requested the circuit court enforce a cease and desist order issued by it to respondent Armstrong prohibiting him from operating his restaurant without a permit.
