The central issue in this appeal is the propriety of a decision by the Board of Appeals of the Department of Employment and Training (the "Board") that Myra Johnson, a former employee of the Police Department of Baltimore City, was eligible for unemployment insurance benefits because she was not discharged for misconduct connected with her work, within the meaning of Maryland Annotated Code, Art. 95A, § 6(b) or (c).
