Horace H. Best, the appellant, was arrested by members of the Maryland State Police in the course of their execution of a search and seizure warrant at 688 Frenchtown Road in Elkton, Maryland. A Cecil County grand jury subsequently charged the appellant in a 19 count indictment with numerous violations of the laws governing controlled dangerous substances.
